This annual report describes Massachusetts' Board of Conciliation and Arbitration and its mission, discusses its function and activity level, and analyzes interest mediation and grievance arbitration cases closed in fiscal year 1984.
Abstract
The board is an independent, quasi-judicial agency, created to aid in the prevention or prompt settlement of labor disputes. The board provides interest and grievance mediation, grievance arbitration, unfair labor practice mediation, and educational outreach. In 1984, the board closed 221 interest mediation cases, mediated 79 grievances, closed 173 grievance arbitration cases, and mediated 5 unfair labor practices cases. Board members also took an active role in several forums, including the planning and execution of a regional conference sponsored by the New England Consortium of State Labor Relations Agencies. Finally, board members are identified. Included are 25 tables.
