Subsequent sections explain site selection equipment requirements and the selection and training of police and civilian personnel. Operating guidelines for police personnel explain the daily operations for the officers on the city's east and west sides, the areas and hours of operation, and crime prevention activities. Guidelines for civilians cover telephone procedures, greeting the public, crime reporting procedures, and confidentiality. Additional sections explain the use of logs and reports, the handling of complaints lodged in person or by telephone, meetings, and security considerations.
