This impact evaluation examines eight courts training institutes funded by the Law Enforcement Assistance Administration (LEAA) for several years. The institutes provide training to trial and appellate judges, prosecutors, defenders, and court administrators.
Abstract
The evaluation included interviews with training participants, comparison and peer supervisor groups at 12 sites, as well as mailed questionnaires. Evaluators also made site visits and attended training sessions at each institute. The objectives were to (1) develop quantitative measures of training impact, (2) measure the differential impact of the various institutes and their programs, (3) determine the cost effectiveness of individual programs in meeting their objectives, and (4) determine the impact on the criminal justice system. Conclusions and recommendations are discussed according to five categories: training impact, the training process, cost effectiveness, LEAA national training policy, and future evaluations. Tables, case studies, survey instruments and evaluation manual are provided.
