The program encourages community residents to become more aware of activities as they go about their daily routines. Participants, in effect, act as the eyes and ears of police and are instructed to report promptly and accurately any unusual activity they observe. The role of the police in the program is to provide assistance, act as advisors to the group, and help maintain the group's momentum. Implementing the program requires analysis of crime problems, recruitment of leaders, liaisons with local associations, and a good publicity campaign to garner community support. The initial meeting should include delineation of block areas and organization of the block plan. The second meeting consolidates the block plan so participants can work together efficiently. The use of Neighborhood Watch signs and their placement is explained. Guidelines for maintaining the group and facilitating successful meetings are presented.
