ICAP trains police managers to use and analyze information to facilitate effective decisionmaking. The ICAP decisionmaking method includes (1) data collection, (2) analysis (crime analysis, intelligence analysis, and operations analysis), (3) planning, and (4) service delivery. ICAP's goals are to increase the clearance rate for violent crimes and to increase the arrest and prosecution of habitual offenders. Objectives in achieving these goals include improvement of field operations through data analysis and refinement of managerial capability to deliver services, direct resources, and deal with serious crime. The ICAP has resulted in improvement of information management and analysis in more than 60 agencies nationwide.
