This review of the Oklahoma juvenile justice system provides a history of the system, identification of problems, and plans for development.
Abstract
The purpose of this analysis is to assist in the planning, establishing, operating, coordinating, and evaluating of projects for the development of education, research, and other programs to improve the juvenile justice system. A history of the Oklahoma juvenile justice system from 1957 to 1982 is included. Existing statewide systems are described for the apprehension of juveniles, short-term residential care, the court process, termination of jurisdiction, and the certification of juveniles as adults. Problems identified relfect revenue shortfalls and the inability of State agencies to evolve with the progressive trends exhibited in juvenile code changes of 1982. The development of the State plan of requesting organizations and agencies to provide input for the use of funds is highlighted. Requirements of the State plan are delineated. These are deinstitutionalization of status and nonoffenders, the removal of juveniles from adult jails and lockups, limitations on the secure detention of children, and the monitoring of jails and detention correctional facilities for compliance with incarceration guidelines. Juvenile Justice and Delinquency Prevention (JJDP) State programs are described. Technical assistance needs for implementing the JJDP Act are suggested. These involve monitoring and evaluating awarded subcontracts and developing a statewide data system. A glossary, a short bibliography, and 19 tables are provided.
