He observes that Indian police forces currently lack a scientific attitude toward criminal investigation. The content of police training has not kept pace with changing times. Changes are needed in the content and quality of lectures, in how major points are illustrated in the classroom, and in trainee participation. Trainees also need to participate in practical exercises and work at the State forensic science laboratory for 10 to 15 days so that they can experience actual forensic tasks. Forensic scientists should increase their participation in training programs of the police trainees. Closed circuit television should replace the current system of lectures to large audiences. Refresher courses and efforts to disseminate information about recent developments and court rulings to investigative officers are also needed. Appendixes present outlines of proposed content and the training techniques suggested for each topic.
