This report describes the Uniform Crime Reporting (UCR) Program and provides narrative comments and statistics on 1984 Crime Index offenses reported and cleared, persons arrested, and law enforcement personnel.
Abstract
The description of the UCR program covers its history, data collection methods, reporting procedures, offense estimating, crime trends, and recent developments. The Crime Index offenses addressed in the UCR data are murder and nonnegligent manslaughter, forcible rape, robbery, aggravated assault, burglary, larceny-theft, motor vehicle theft, and arson. Narrative comments on each offense deal with volume, trend, rate, nature, clearances, and persons arrested. A chart for each offense displays the monthly variation from the annual average for 1980-84; the Crime Index total is also displayed. Tabular data for each offense focus on offense-relevant factors for 1984, with some data covering 1980-84. Data on Crime Index offenses cleared indicate the total cleared by arrest as well as the clearance rate by region and population group; clearance rates for persons under 18 years old are also indicated. Data reported for persons arrested cover age, sex, race, and ethnicity, broken down by city, suburban, and rural areas. Arrest trends by sex are noted for 1975-84. The report's final section indicates the number of full-time law enforcement employees as of October 31, 1984. The appendixes contain table methodology, a directory of UCR programs, and a graph of age-specific arrest rates, 1965-83.
