This manual describes Florida's procedures for conducting community control, which is a form of intensive supervised custody in the community on a daily basis, including surveillance on weekends as well as evenings.
Abstract
A description of policy and procedures identifies the statutory authority for community control programs, lists the goals and objectives of community control, and specifies procedures for identifying cases suitable for community control. Other policy considerations focus on the types of offenders appropriate for community control, procedures for conducting offender background investigations, and various aspects of supervision. A major section on administrative aspects of community control addresses caseload limitations, program structure, judge orientation programs, staff training, and the development of a community control resource directory that provides information on available community resources appropriate for offenders under community control. Administrative procedures encompass the use of local advisory councils, which identify and develop public service work assignments for use in community control and link agencies and services to offenders. The administrative section also considers the use of public service specialists and the nature of public service liability where offenders are involved. The final section of the manual lists the sentencing combinations that could include community control. The addendum contains forms for the daily activity log and orders of community control as well as a description of procedures for using community control as an alternative to parole revocation.
