After describing the structure and accomplishments of Michigan's Prison Overcrowding Project, this report outlines Prison Overcrowding Project, this report outlines issues which the policy team recommends should be acted upon by the legislature within the next year.
Abstract
A description of the project's structure reviews project funding sources and lists current policy team members. The following accomplishments of the policy team are briefly described: advoction of the use of good time credits (passed by the legislature), support for the Jail Overcrowding Emergency Power Act (enacted), advocation of sentencing guidelines, and adoption of a position statement in support of increased funding for community corrections. Recommendations for action within the next year focus on the (1) process by which prison and jail crowding should be addressed in the future, (2) research necessary for such a task, (3) assessment of public opinion on criminal justice issues, and (4) development of a constituency among local leaders. Other action issues addressed are alternatives to incarceration, lengths of incarceration, and prison capacity. Appendixes contain policy team position statements on disciplinary credits, the Jail Overcrowding Emergency Power Act, sentencing guidelines, and community corrections.
