After explaining the importance of police management control, this article discusses elements of the control process and the means of exerting management control through performance and productivity evaluation, staff inspection, and discipline.
Abstract
Police management control is the use of techniques to ensure that organizational performance accords with stated organizational goals and policies. The control process is the comparing of the actual results attained by the organization with predetermined standards and taking corrective action where the results and standards are not in accord. The components of a data gathering network essential for measuring organizational performance is described, and the article then details aspects of performance and productivity evaluation. These include (1) the specification of objectives, (2) the development of an evaluation design, (3) the establishment of data collection procedures, and (4) the use of data reduction and analysis. The purpose of staff inspection as a means of organizational control is to ensure that supervisory personnel are performing their assignments in such a way as to serve organizational goals. The discussion of discipline and organizational integrity views the use of internal controls as a form of discipline. The emphasis is on proactive efforts that instill proper conduct patterns that preclude the use of reactive, negative discipline. Twenty-nine references are listed.
