A moderator and four panelists engage in a comprehensive discussion of terrorism that encompasses terrorist motives and tactics, activities of various terrorist groups, state-sponsored terrorism, counterterrorism efforts, and the effectiveness of terrorism.
Abstract
The moderator's statement examines the dynamics of terrorism and the factors that spawn it, as well as its impact. The moderator also briefly reviews positions stated by the four panelists earlier in the conference. The panelists present various views of what terrorists intend by their actions and what they end up accomplishing. The panelists agree that terrorism unaccompanied by a battery of other political and military actions has little power to effect significant political change. They note, however, that terrorism can change the dynamics of a targeted government's operations as well as citizen attitudes toward that government. The panelists also consider the extent and motive of Soviet involvement in terrorism, the United States' response to terrorism, and terrorist activity in Argentina, Lebanon, Northern Ireland, and El Salvador. Panelists' responses to questions from the audience are included as well.
