An introductory chapter considers different models of forensic service systems and presents the rationale for community-based systems. The rest of the volume presents a comprehensive evaluation of the implementation of community-based forensic services in Virginia. The initiation of these services in Virginia, the design of the evaluation research, and the effects of the program on admission rates and costs are described. The level of the specialized knowledge of the clinicians in the program and the quality of their reports are also evaluated. Data are presented on judges' attitudes toward the use of mental health professionals in various kinds of cases and on the form and frequency of involvement by community mental health professionals in the legal system. The implementation process, specific problems encountered, and advice on developing forensic services are also presented. Thirteen policy recommendations cover organization, management, personnel, and financing. An index, 107 references, and 9 appendixes presenting model authorizing legislation and other program materials are supplied.
