The review considered the program's development and activities since its beginning in 1983; its involvement in drug interdiction cases; and the perceptions of the Federal, State, and local law enforcement officials who interact with the program. The review focused on the four NNBIS regional centers along the southern border of the United States. NNBIS is an informal coordinating body that recommends, but does not direct, the activities of other agencies. The regional centers operate information coordination centers, but these centers received little intelligence information. An analysis of 77 of the 136 drug interdictions in which the centers reported participation between June 10, 1983, and June 9, 1984, indicated that NNBIS participation was crucial to some of the cases, although many would have occurred anyway. Although the concept of NNBIS is sound, its continued mission and role and its relationship to the newly formed National Drug Enforcement Policy Board need to be clarified.
