This report presents 25 recommendations for improving Nevada's services for dealing with child abuse and neglect and details the findings that formed the basis of the recommendations.
Abstract
Mandated by the State legislature in 1983, the study used hearings to obtain comments from State, county, and local agencies regarding the Nevada statewide plan published in 1983. The quality of the existing child protective services was found to be generally adequate, but the statewide administration of these services was generally inadequate. Lack of coordination at the State level is helping to produce fragmentation and duplication in service delivery, as the 1983 plan notes. Recommendations for changes are grouped into 13 categories. Training, legislation, procedural changes, a children's trust fund for prevention activities, background investigations for certain persons working with children, State agency responsibilities, reporting, and funding are the main areas covered by the recommendations. Sixty references and a list of persons who testified at the hearings are provided. Appendixes present the 1983 plan, background information on child abuse and neglect, nine suggested laws, and related materials.
