The opening article reviews the International Association of Police Chiefs' pilot program to implement a nationwide toll-free telephone system to expedite the reporting of emergency situations to State highway patrols. The next paper focuses on the Federal Government's response to the serious juvenile offender: the Serious Habitual Offender/Drug Involved (SHODI) program. Two school programs are described: Florida's law and values education course developed by Judge Clifton M. Kelly and a program using the Officer Ollie puppets created by the Pekin, Ill., police for cable television. The series includes an address by Secretary of Education William Bennett on police officers as parents, a discussion of the Tampa Police Department's experiences in returning to a community-based patrol system, and crime prevention tips for the elderly drawn from a handbook produced by the Wayne County, Mich., sheriff's department.
