In recent years, Federal funding of criminal justice projects has been severely curtailed. Although the 1984 Congress concluded with a reauthorization of the Juvenile Justice and Delinquency Act, funds under the Act are very limited and must be spent within specific program categories, none of which includes funds for construction of juvenile correctional facilities. While a provision of the Justice Assistance Act does permit construction of such facilities to relieve overcrowding and substandard conditions, no funds to support this program area have been appropriated for support this program area have been appropriated for fiscal years 1985 and 1986. The lack of Federal funds for facility construction reinforces Federal and Ohio juvenile justice policies aimed toward finding alternatives to confinement as part of the broader policy of least restrictive placement.
