Abstract
CLEARLY DEFINED OBJECTIVES ARE ESSENTIAL FOR SUCCESSFUL PROGRAMS IN ANY AREA. THIS DOCUMENT, BASED ON PAST RESOLUTIONS OF THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE, PROVIDES A UNIFORM POLICY AND A SINGLE SOURCE FOR ASSISTANCE IN THE ESTABLISHMENT AND OPERATION OF A TRAFFIC PROGRAM. THE MANUAL CONTAINS IACP POSITION STATEMENTS ON POLICE TRAFFIC MANAGEMENT AND DISCUSSES POLICY DECISIONS ON VARIOUS SUBJECTS. TOPIC AREAS INCLUDE ADMINISTRATION, EDUCATION, ENGINEERING, AND POLICE TRAFFIC SUPERVISION. OTHER GUIDELINES CONCERN MOTOR VEHICLE ADMINISTRATION, TRAFFIC LAWS AND ORDINANCES, AND RECORD-KEEPING. RESEARCH POLICIES ARE ALSO OUTLINED. THE VOLUME IS IN A LOOSELEAF FORMAT TO FACILITATE THE ENTRY OF ANNUAL SUPPLEMENTS. THIS HANDBOOK SHOULD BE OF PARTICULAR INTEREST TO POLICE ADMINISTRATORS, AS WELL AS SUPERVISORS AND OPERATIONAL LEVEL EMPLOYEES. (SNI ABSTRACT)
