The summary of the keynote address focuses on the need for juvenile gang prevention programs within schools and communities. The review of a national study that proposes a 'comprehensive community gang control program' outlines the elements of such a program. Summaries of gang prevention programs developed in five California communities include programs to develop alternatives to gang membership for juveniles, the use of law-related education in the schools to deter gang involvement, and the provision of services to youth at high risk of gang involvement. Workshops involved seven teams from the represented jurisdictions (Concord, Oakland/Elmhurst, Paso Robles, Sacramento, San Bernardino, Santa Maria, and the State as a whole) in applying the workshop materials to the development of early gang intervention projects in each of the jurisdictions. The report outlines the projects developed in each workshop. The program schedule and a list of workshop participants are appended.
