Research has identified three major service needs: crisis intervention, shelter, and emergency medical services; followup services, such as crime prevention information and legal services; and witness assistance services. In general, these are supplied by police and social services. Models evaluated by the Ministry have included police-based victim assistance programs, a rural community-based approach, and a coordinated provincial effort. Program location, staffing, and service options have been identified as issues in these models. Studies of police response have indicated that police often play only an advisory role, and that many victims prefer that their assailants be charged. Police training also has been evaluated.
