This final report examines the crisis in California's juvenile justice system and makes recommendations for reform.
Abstract
Policy and practice is considered in the areas of juvenile detention centers, State and local secure institutions, children in adult facilities, privatization of juvenile facilities and services, and education and leadership development in the juvenile justice field. Recommendations focus on relieving overcrowding and substandard conditions of juvenile confinement, sentencing options and alternatives to institutionalization, segregation of minors from adults, the feasibility of decentralization and privatization, and establishment of an Institute for Juvenile Justice. Research, program development and evaluation, and legislation are among the recommended mechanisms for achieving reform.
