Abstract
INTERVIEWS WERE CONDUCTED WITH LAW ENFORCEMENT OFFICIALS, LOAN SHARKS, AND BORROWERS IN SEVERAL CITIES. THE BORROWER-LENDER AGREEMENT, THE LENDING PROCESS, AND THE COLLECTION PROCESS ARE DISCUSSED AS COMPONENTS OF THE ORGANIZED DELIVERY OF ECONOMIC SERVICES. THE MARKET FOR ILLICIT LOANS IS TREATED IN TERMS OF BORROWER CHARACTERISTICS AND SIZE OF LOAN REQUESTED.
