Increasing the number of police, particularly community police, improving funding, lengthening training, and providing greater career development opportunities in community policing could help in tackling the crime problem. However, these improvements alone are not enough. The closest possible relationship between the community and the police, increased police accountability, and greater community involvement also are needed. Finally, the causes of crime also must be attacked, particularly homelessness, drug dependence, and unemployment. Additional reforms are needed to deal with the associated problems of prison overcrowding and sentencing disparities.
