The authors, drug control officials in the Canadian Government, outline their proposals for promoting worldwide cooperation in controlling illicit traffic in drugs. The authors believe that organized crime plays a dominant role in illicit drug trafficking. Their suggestions are (1) establishment of international standards for criminal laws to ensure that no country or territory can be used as a safe haven by organized crime and the profits derived from it; (2) agreement by national governments to cooperate in all investigations concerning organized crime; (3) development of bilateral and multilateral treaties to ensure cooperation among law enforcement agencies in actions against organized crime; and (4) implementation of international cooperation to ensure effective prosecution of individuals involved in organized international crime and the confiscation of their illegally acquired profits. 4 references.
