ANALYSIS OF ARREST AND SENTENCE DATA ON 259 YOUTHFUL OFFENDERS RELEASED FROM THE COMMUNITY TREATMENT CENTER (CTC) FOR YOUTH IN WASHINGTON, D.C.
Abstract
THE GROUP WAS COMPOSED OF ALL 259 RELEASED BETWEEN AUGUST 1965 AND JUNE 1968 ON WHOM INFORMATION WAS AVAILABLE. THE GROUP WAS BROKEN DOWN INTO FIVE RELEASE GROUPS OR COHORTS BASED ON TIME SPENT AT CTC. ALL FIVE COHORTS SHOWED A SHARP UPTURN IN FAILURE CURVES DURING THE PERIOD JANUARY TO JUNE 1968, POSSIBLY BECAUSE OF THE TWO INSTANCES OF SOCIAL DISORDER DURING THAT PERIOD. AT THE TIME OF THE FOLLOW-UP, SLIGHTLY LESS THAN ONE-HALF HAD BEEN BOOKED BACK INTO D.C. JAIL. THE HIGHEST BOOKING RATE WAS SHOWN BY THE THIRTY-MONTH COHORT, AND THE LOWEST WAS SHOWN BY THE SIX-MONTH COHORT. SEVERAL RECOMMENDATIONS ARE MADE FOR FURTHER STUDY. OF RELEASE DIRECTLY FROM THE YOUTH CENTER TO PAROLE AS COMPARED WITH RELEASE THROUGH THE COMMUNITY TREATMENT CENTER TO PAROLE.
