Statistics reported to the public by varying sources are considered and their inconsistencies are illustrated. The manner in which the problem has been defined, and the scope of the problem are addressed. Attention is given to the conceptualization of the problem as an epidemic requiring legal rather than social solutions. Some of the manifest and latent effects stemming from this conceptualization are discussed. In conclusion, the authors advocate a critical reconceptualization of the issue, one which would allow for an accurate understanding of the extent of the problem and the need for appropriate reforms aimed at prevention.
