Primary and secondary AIDS risk groups are identified and the rate of spread is discussed. Effective methods for AIDS education and risk reduction are delineated including outreach activities, self-help groups, substance abuse treatment, safe-sex education and testing. Needle availability and education of IV drug users also are considered. Epidemiological data on AIDS in women and infants are presented, and the role of IV drug use and prostitution in heterosexual transmission of AIDS is discussed. Special issues relating to AIDS in minorities are addressed, and the need for cultural sensitivity is noted. Treatment programs are discussed, as are barriers to intervention. The role of the State of California in funding and AIDS education is considered. Law enforcement issues related to AIDS in the IV drug-using population also are considered.
