This document sets forth programmatic and administrative guidelines to provide victim services and improve the prosecution of sexual assault cases, the collection and preservation of medical evidence, and the treatment of victims in California.
Abstract
The program, together with the State's Victim/Witness Assistance Program, is designed to put an end to sexual assault through community education and prevention programs and to ensure that both child and adult sexual assault victims receive the highest quality and most comprehensive services possible. Under the program, financial support is provided to rape victim counseling centers and prevention programs for crisis intervention, counseling, information and referral, and advocacy and accompaniment services. Special funding also is provided to presently unserved or underserved regions. A network of linkages will be developed among service providers, criminal justice agencies, and community organizations to promote a more informed and coordinated approach to the treatment of sexual assault victims. In addition, funds are available for the establishment of programs aimed at the prevention of sexual abuse and exploitation of children. Other program components focus on developing and implementing a data collection system, developing community outreach programs, assisting programs in identifying alternate sources of funding, and developing and implementing a training course for prosecutors. Administrative requirements and the selection process and grant award conditions are outlined, and supplemental information is appended.
