The California Youth Authority (CYA), created in 1941, has as its mission the protection of the public from criminal activity through the provision of a range of differential services for youthful offenders, through cooperation with local juvenile justice agencies, and by facilitating the development of State and local crime and delinquency prevention programs.
Abstract
The juvenile offender population is housed in 11 institutions, 6 conservation camps, and 1 prerelease center. Institutions range in size and services offered. The department also reinforces offender accountability through public service, victim assistance, and restitution programs and works extensively with the private sector to develop jobs for offenders. The CYA also works extensively with the public and private sectors in the State to gain support for community corrections and juvenile justice programs and to encourage community crime and delinquency efforts. Parole services help parolees with adjustment to the community through residence and job placement, counseling, and school placement. Important CYA developments during 1984 and 1985 were an increased emphasis on public involvement, public service, and offender accountability; studies of the amenability to treatment; the implementation of new vocational and educational programs and programs to strengthen parole supervision; and efforts to relieve overcrowding.
