This document presents standards for adequate medical care and health services for juvenile confinement facilities.
Abstract
The standards are intended for short-term facilities such as detention centers and long-term facilities such as residential treatment centers and training schools. They can be applied by other types of facilities such as group homes and halfway houses provided their operations and population size make them workable. Implementation of the standards presupposes a multidisciplinary model of health care delivery. The standards are considered minimal, and the basic philosophy of standards is that the medical and health care provided in the institutions is of equivalent quality to that available in the community at large. The 60 standards included in the document cover essential and important administrative, personnel, care and treatment, pharmaceutical, health records, and medical-legal issues. Appendixes contain a glossary and sample policies, procedures, and forms.
