The goal of a drug-free America will require the combined efforts of law enforcement, the justice system, educators, health care and treatment professionals, and community organizations and members. Law enforcement's role includes not only eradication and interdiction efforts, but also support in the areas of prevention and deterrence, intervention and treatment, education, and program coordination. Each State must develop a comprehensive drug enforcement strategy that includes an assessment of resources and needs and legal tools, priorities, basic and inservice training, interagency coordination and cooperation, and continuity of funding. In addition, States should consider amending drug laws to include provisions to ensure enhanced sanctions for targeted offenders, protect children and educational environments, ensure user and juvenile accountability, enhance information gathering, expedite forensic analysis, and provide for seizure and forfeiture of assets and proceeds. States and localities also can contribute in the areas of drug intelligence, interdiction, investigation, and prosecution. Finally, States and localities can build upon the National drug strategy and implementation plans by deterring youth involvement in substance abuse, establishing close relationships with educators and citizens, and promoting public awareness.
