Initially thirteen sites with a target population of 347,413 youths, 67 percent elementary students, received 1983-1984 grant funding and were subjected to a three year evaluation by the National Council on Crime and Delinquency. Impact studies comparing drug use, attitudes, and related behaviors over time for the first two years are to be followed by the study of specialized issues in the third year. Baseline data on youth drug use and crime is presented for all sites. Increased awareness of substance abuse including cooperation between law enforcement agencies and school districts, classroom education, family counseling, workshops and support groups for parents, and counseling for students have characterized all programs. The sites effective in generating parent involvement took an active role in going to the parents rather than a passive role using brochures and fixed programs by facilitators.
