Numerous problems exist in each and every community in Canada when they confront the issue of community policing.
Abstract
These problems consist mainly of the police force structure and its past and present philosophy of its role, and the nature of the community itself and the degree of diversity within it. The Halifax Police Department's experience is unique because it represents a total switch in operating philosophy in departmental culture and structure. The five major organizational changes were zone deployment, computerization, case management, the constable generalist concept, and the five policing functions (response, enforcement, crime solving, prevention/referral, and public consultation/education). The city has been in a community-based zone policing mode for only a few months so the degree to which the new policing mode will take hold and generate meaningful consequences has not yet been determined. Other departments advocating community policing have implemented store-front police units that provide proactive services such as crime prevention, neighborhood leadership, and the coordination of community agencies.
