The Community Patrol Officer Program (CPOP) was introduced in 1984 as a special demonstration program within the Patrol Services Bureau and was gradually established in all precincts. In each precinct, the CPOP unit was a group of selected officers performing the functions of planning, problemsolving, community organization, and information link under the direction of a supervising sergeant. Information gathered from police personnel, citizens, and other sources starting in 1986 indicated that the program achieved significant benefits when done well and that actions to support and strengthen the program can improve the overall performance of the community patrol officers.
