This report describes a 1989 Wisconsin law that defines new offenses and establishes new penalties related to controlled substances, makes changes related to the State Parole Commission and to probationers and parolees in the county jail, and includes provisions related to health maintenance organizations and studies by State agencies.
Abstract
The new drug offenses focus on using a child for illegal drug manufacture or delivery; the possession, sale, or use of drug paraphernalia; the use of electronic communication devices on school premises; obstructing police officers; and using public transportation for carrying certain controlled drugs. In addition, penalties such as fines and imprisonment are restructured or increased, and added substances are specifically covered. Other new provisions relate to asset forfeiture standards and procedures, the assessment and treatment of prisoners, the use of probation for crimes with mandatory minimum sentences, and the admissibility of certain evidence.
