The strategy integrates strengthened transportation regulation with additional prevention measures including education, employee assistance programs, and new detection means. Transportation employers will be required to provide employee substance abuse education programs tailored to specific workplace circumstances. Employee Assistance Programs provide for referrals to health professionals on counseling, treatment, and rehabilitation needs. In addition to current substance abuse identification methods of on-the-job observation and regular medical examinations required of some employees, more effective detection will come from substance use identification programs and alcohol and drug testing. Tests for safety-sensitive employees will be required after certain accidents, during periodic examinations, before employment begins, when there is sufficient reason to suspect abuse, and during deterrent random testing. Employers will be required to remove substance using employees from safety-sensitive positions and will be prohibited from confirming persons using alcohol or drugs in such positions. 2 appendixes.
