The narcotics division carries out the Controlled Substances Act to stop diversion of legal pharmaceuticals to illegal channels, and enforces the drug provisions of the Hawaii Penal Code. The investigation division performs administrative, civil, and criminal investigations and security services for the State. The audit found that the State administration has not provided leadership and direction in drug abuse planning, nor does it have a statewide strategy for drug enforcement. Also, the attorney general's department lacks an adequate program for forfeiture of assets connected with drug trafficking. Finally, the investigation division does not have sufficient policies and procedures, training, and communication. Recommendations include a master plan for drug abuse that covers alcohol, tobacco, illegally produced drugs, and legally produced pharmaceuticals; precise and achievable objectives, priorities, and management measures for the narcotics division; and completion of the investigation division's policies and procedures manuals. 1 figure, 1 table, 62 notes, attachments.
