Chapters 1, 2 and 3 cover the State of Minnesota, its seventh judicial district, and its fifth judicial district. Each chapter begins with an overview and moves into more technical or localized matters. Actual equipment used, which offices have them, how many, and their operating costs are delineated. The conclusion reviews benefits and limitations, future directions, and implications for other States. Most of the benefits are related to speed, convenience, and the savings in time and travel costs. Problems include the impermanence of thermal fax paper, limit in the number of pages that can be stacked in a machine, occasional difficulties in reading and retransmitting, machine privilege abuses, and problems related to the collection and tracking of transmission fees. However, the issues that apply to fax use in these Minnesota districts may not apply in other areas, particularly in larger cities. 6 appendixes.
