Neighborhood Oriented Policing (NOP) is a concept which seeks to define and describe a philosophy which guides and directs the delivery of police services throughout the City of Houston.
Abstract
NOP is an interactive process between officers assigned to specific beats and citizens who either work or reside in these beats to mutually develop ways to identify problems and concerns and assess viable solutions by providing available resources from both the police department and the community. The purpose of NOP is to establish trust and harmony between the public and police, exchange information to enhance safety, and help identify and resolve neighborhood problems. Resistance to the NOP philosophy by patrol officers can be expected because of the fear of the unknown, the change in concept of enforcer to helper, and the challenge of a new management style. The Houston Police Department will seek the input of employees in matters which impact employee job satisfaction and effectiveness. It is anticipated that developing closer ties with the citizens in Houston will enhance the department's ability to prevent crime as well as identify and arrest persons engaged in the commission of crime.
