This analysis of the proposed amendments to the Federal Uniform Controlled Substances Act was prepared for the 1990 annual meeting of the National Conference of Commissioners on Uniform State Laws.
Abstract
The amendments are designed to target drug traffickers, to aid the seizure of illegally-obtained drug assets and to channel them into drug control efforts, to protect children, and to promote user accountability. They are also designed to provide alternatives to incarceration for first offenders and to provide adequate funding for education and treatment services. Individual amendments focus on "designer drugs," drug abuse in the work force, infants exposed to drugs, and the relationship between drug trafficking and terrorism. Texts of individual amendments
