This resource book profiles forms of sexual abuse of persons under 18 years old for personal pleasure and/or financial profit, provides guidelines for the creation of a police sexual exploitation unit, and outlines strategies for countering the sexual exploitation for children.
Abstract
Incest is not included in the discussion because it lacks a commercial element, although the author acknowledges that incest is the spawning ground for the subsequent commercial sexual exploitation of children. The information provided is based on interviews with victims, exploiters, and criminal justice practitioners; a nationwide survey of police departments; field observation studies; informants; case studies; and a literature review. The types of sexual exploitation discussed are juvenile prostitution, pedophilia, and child pornography. Separate chapters discuss pimps, the child victim, and the commercialization of child sex worldwide. Guidelines for the establishment and operation of a sexual exploitation unit cover planning, structure, staffing, training, and tasks. Some suggested strategies for countering child sexual exploitation are a pimp register, a pornography index/data bank, judicial advocacy, missing persons systems, training, intra-agency cooperation, victim restitution and treatment, research funding, education, and sting operations.
