Followup was done on all youth released from two Wisconsin juvenile correctional institutions from 1983 through April 1990 to determine if they required subsequent incarceration in a juvenile correctional facility.
Abstract
In addition, followup was conducted to determine how many juvenile institution releases continued criminal activity which resulted in their incarceration in the adult prison system. Wisconsin's two juvenile correctional institutions released 4,106 youth to the community since 1983. Of these, about 25 percent were subsequently admitted to a juvenile institution. Another 25 percent continued to engage in criminal activity which resulted in their being incarcerated in the adult prison system. About 7 percent were chronic offenders who experienced multiple juvenile institutional commitments and also were later incarcerated in the adult prison system. About 15 percent of the juvenile institution population had prior Wisconsin correctional experience. Just over half of the recidivists were returned to a juvenile institution because they had committed another offense; the rest were returned to a juvenile institution due to an aftercare revocation for a rules violation. Recent arrest data indicate that arrests of Wisconsin juveniles have increased and that certain counties have consistently higher juvenile arrest rates. During 1989, Part I crime index offense arrests increased by 9.4 percent and Part II arrests increased by 4.6 percent over 1988. Statewide, Part I arrest rates were 61 per 1,000 juveniles in 1988 and 67 per 1,000 juveniles in 1989. 9 tables and 5 figures
