In 1989, 204,017 serious crimes (index offenses) were reported, an increase of 5.2 percent over the 1988 figure. Wisconsin's 1989 crime rate was 4,195 serious crimes for each 100,000 residents. This rate is 26 percent lower than the 1988 crime rate of 5,664. Overall, 24.3 percent of the index crimes were cleared. A total of 355,172 arrests were made in 1989. Total adult arrests increased by 10.9 percent and juvenile arrests by 5.1 percent. An estimated 176 murders were reported which is a 21.4 percent increase from 1988. Robberies involving the use of firearms increased from 34.3 percent in 1988 to 41 percent in 1989. The proportion of aggravated assaults with the use of a personal weapon increased from nearly 38 percent in 1988 to 52.2 percent in 1989. From 1979 to 1989, the number of reported burglaries decreased by 20.3 percent. Total drug-related arrests increased by 14 percent, but arrests involving opium/cocaine increased by 21.6 percent.
