The 1989 Annual Survey of Minors in Jails and Lockups was distributed to 555 law enforcement agencies; the response rate was 100 percent. Fifty-four percent of the jails reported that they placed one or more minors in secure confinement during 1989. Monthly reports submitted by these agencies indicate that 50,636 minors were securely confined during 1989. There were 51,669 such confinements in 1988. Of the 1989 confinements, 49,990 were securely confined for less than 6 hours, 534 were held between 6 and 24 hours, and 112 were held over 24 hours. Of those held over 24 hours, 87 were confined by court order. From 1984 to 1989 the number of minors confined between 6 and 24 hours dropped from 11,249 to 534. The number of agencies that confined minors from 6 to 24 hours decreased from 80 to 63. During the same period, confinements over 24 hours dropped 77 percent, from 485 to 112. The data confirm that fewer minors are now being securely confined in sheriff and police facilities. Appended survey data and questionnaire
