The Convention specifies the scope of the control of psychotropic substances and special provisions relating to the control of preparations. Parties to the Convention agree to limit the use of listed substances to medical and scientific purposes; all manufacture, trade, and distribution of listed substances can be performed only under license or other control measures. The Convention articles cover prescriptions, warnings on packages and advertising, records, international trade, and export and import restrictions. Special provisions discuss the carriage of psychotropic substances in first-aid kits on vehicles of public transport engaged in international traffic. The Parties will maintain a system of inspection and will furnish various reports related to the provisions of this Convention. Additional articles outline sanctions, including penal provisions, to be employed in instances of the abuse or illicit traffic of psychotropic substances. The Convention sets forth procedures for amendments and for dispute resolution.
