The Committee recommended the establishment of a sustained, State-financed substance abuse mobilization program designed to demonstrate the public sector's long-term commitment to substance abuse prevention. An emphasis on the entire range of substance abuse, including alcohol as well as illicit drugs, would be central to all prevention activities. All activities of major State agencies involved in the drug prevention program would be coordinated through an organizational model. A strategic communications program would provide a clear message for prevention by enlisting public support to stop substance abuse. A comprehensive substance abuse curriculum at all grade levels as well as in-service training for teachers would be implemented in every public school district. The Committee recommended establishing an expanded network of prevention and intervention services aimed at youth and initiating Statewide guidelines and criteria for development of policies on alcohol and drug education and prevention at all institutions of higher learning. Finally, the Governor's office and major private sector and municipal leaders would join in an effort to reach adults in the workplace. 9 appendixes
