A landmark agreement is the Protocol to the Uniform Convention approved in Geneva in 1972. It emphasized the importance of fighting illegal drug traffic and use at the international level and recommends rehabilitation and treatment of drug addicts. The first instrument that complements the Venezuelan juridical system is the Andres Bello Convention on the Educational, Scientific, and Cultural Integration of the Andean Countries signed in Bogota on January 3rd, 1970 between the governments of Bolivia, Chile, Ecuador, Peru, and Venezuela; it has also been approved as an internal law for Venezuela. On July 22, 1976, Venezuela approved a law adopting the Hipolito Unanue Agreement on the Cooperation of the Andean Countries on Health Matters; this law complements the Venezuelan juridical system from the medical point of view. Another bilateral instrument that affects the Venezuelan legislative picture at the international level is the Agreement between Venezuela and Colombia for the Prevention, Control, and Suppression of Drug Traffic signed on December 3rd, 1978; its most relevant feature is a proposal to improve the socio-economical conditions within the country. 3 appendixes and 65-item bibliography
