Information on correctional issues in the States in the first quarter of 1991 covers correctional facilities' capacity changes, litigation, legislation, use of technology, and AIDS.
Abstract
Information on capacity changes addresses the number of beds gained or lost in each State and reasons for the change. The section on litigation provides summaries on cases filed and cases decided. The cases filed pertain to strip searching and conditions of confinement. Cases decided focused on the following issues: suicide screening for incoming inmates, religious rights, transfer to minimum security, the siting of a correctional facility, right to information, murder by furloughee, AIDS, immunity of corrections officials, racial discrimination, and unit management. Legislation summaries pertain to State prisoners in county jails, juvenile detention, sex offenders, parole, victim notification, home incarceration supervision fee, DNA testing, escape, industries, medical records, privatization, retirement system, and boot camps. Various information on technology use in correctional facilities is provided for each State. Information on AIDS in correctional facilities includes a summary of what is happening in the areas of training and education for staff and inmates.
