Annotation
State governments should respond to bias-related crime in the same way that they respond to any other crime problem and should therefore provide leadership, coordination, and technical support for the local agencies and institutions that are in the best position to address this complex problem.
Abstract
The five major areas in which State government can provide needed assistance are leadership, data collection, and analysis, training and technical support, public awareness and prevention, and coordination. In taking action in each area, State must ensure that the government's response does not discriminate against one group or another by denying them basic protections and services that are provided to other groups. They must also recognize the complexity of the problem and the difficulty of solving it quickly and easily.
