In July 1992 testimony before the Senate Subcommittee on Juvenile Justice, the Assistant National Director of the Boys and Girls Clubs of America discussed his organization's support of the Juvenile Justice and Delinquency Prevention Act and the organization's role in delinquency prevention programs.
Abstract
He indicated the act has successfully reformed the juvenile justice system in three main areas: (1) status offenders or nonoffenders are rarely locked up in secure detention or correctional facilities; (2) juveniles are almost always separated from adults when placed in institutional confinement; and (3) juveniles are rarely locked up in an adult jail or police lockup when they do not need to be. Delinquency prevention programs of the Boys and Girls Clubs include targeted outreach where clubs identify potential delinquents by working closely with schools, police, and juvenile court judges; gang intervention; drug demand reduction partnership with the Federal Bureau of Investigation; and establishment of clubs in public housing areas. Issues important to continued success of the Office of Juvenile Justice and Delinquency Prevention and a continuing strong Juvenile Justice and Delinquency Prevention Act are noted.
